Lodge and track an application
The City of Mandurah Online portal is the main way to lodge, track and pay for applications.
Building Services is responsible for the assessment and approval of all building work in the City of Mandurah. All building permit applications are lodged through City of Mandurah Online.
When you apply for a building permit, you must consider whether to lodge a certified application or an uncertified application.
Certified application
A certified application is where you engage a private building surveyor to complete a Certificate of Design Compliance before the application for a building permit can be submitted to the City. All Class 2–9 buildings (including shops, apartments, warehouses, offices and factories) must be lodged as certified applications.

Uncertified application
An uncertified application is submitted directly to the City for assessment and issue of a building permit. Only Class 1 buildings (houses) and Class 10 buildings (sheds, patios, retaining walls, pools) can be lodged as uncertified applications.
Building permit applications are lodged through City of Mandurah Online. Log in, select the relevant building application type, complete the form and attach all required documents including plans, specifications and your Certificate of Design Compliance (if certified).
A Notice of Completion must be submitted to the City within 7 days of completing any building work carried out under a building permit for Class 1 and Class 10 buildings.
An occupancy permit is required before a newly completed Class 2–9 building (or newly completed part of a building) can be occupied. To obtain an occupancy permit you will need either a Certificate of Construction Compliance (CCC) or a Certificate of Building Compliance (CBC) depending on the circumstances.

A demolition permit is required for the removal of most buildings, except sheds, patios or similar structures up to 40m². Buildings subject to an order, agreement or permit under the Heritage Act always require a permit before any works are undertaken. Demolition permits are generally valid for 2 years.
When lodging a demolition permit application you must also include a completed demolition permit declaration and asbestos checklist.
If you own a property with unauthorised building work (work carried out without the appropriate building permit), you may need to apply for a building approval certificate to ensure the structure is approved and meets regulations. Contact Building Services for advice on the process and requirements.
To find out what building approvals have been issued for a property, you can submit a Copy of Plans request. You must be the current owner of the property (or provide owner consent) and a fee applies. This can be done online via our portal.
